Ever since he completed his nine-year prison sentence at Gambia’s Mile II Prisons in 2004, the erstwhile Vice Chairman Captain Sana B. Sabally – (affectionately called Bairo) of the Armed Forces Provisional Ruling Council (APRC) that toppled the PPP regime in the West African state of The Gambia has been living a quiete life in exile, in neighboring Senegal except for a brief press statement he once made to the local press. While in jail his comrade and jail mate, APRC Spokesman & Interior Minister, Captain Sadibou Haidara died mysteriously and to date, nothing conclusive is known about the late captain’s death.

Under the above caption, the memo reveals the activities of Captain Sabally and possible steps the Jammeh government could take before he will wreak havoc on its apparatus. Says the memo, “following previous visits ‘study on him’- (search and locate S.B.Sabally), and also my this trip; it has been proven beyond all reasonable doubt that he is now staying in Dakar-Parcelles Assainies, Unite 1, Villa No: 236 in the home of one Famara-Ceesay Sabally (a Gambian): Mamfilly’s son at H.L.M. II: Villa No; 612 (where S.B. Sabally is first reported staying, but no, he only visits the old-Dad there.) His wife is always in Dakar to visit S.B. Sabally. She is an informer to him about things in The Gambia. She should be stopped by all means from traveling to Dakar at the slightest possible chance we get over her.”

Laments the apparently desperate agent, “till my departure from Dakar, I could not see S.B.Sabally and the ‘Boy-Agent’ I sent to also look out for him could not see him; but we learnt that he was out of the city of Dakar to Kaolack but his date of return was not known. This shows how free S.B.Sabally is in Dakar-meaning he could be easily trailed for some days and then taken out without difficulty-it all needs thorough preparation, planning and professional execution without any failure. We could even step up and reinforce our agents in Dakar so that they could from now on follow him anywhere and every time in the streets of Dakar. We could even recruit Senegalese citizens for the job of trailing him in Dakar.”

The memo goes on to map out strategies to convince Senegal for Sana’s extradition thus: “another option is to heavily frame him to the Senegalese Government, by linking him with the dissident Kukoi Samba Sanyang and allege that the two are highly engaged in trying to topple the Jammeh regime; in that his extradition could be sought with the Senegalese Government. If that were established, the Senegalese authorities would surely be with us to see his extradition back to The Gambia. I recommend that so many ‘Study missions’ be taken to Dakar purposely to closely monitor on S.B.Sabally right up to the time he will be tracked down. No chance should be given him for total freedom while he still stays in Dakar. The bottom line is that ‘The Jammeh regime is not the least safe with S.B.Sabally outside of The Gambia and alive, going about his own activities.

In conclusion, the memo hints on the presence of some personalities probably of lesser headache to the regime thus: “recently while in Dakar, an ex-soldier called Omar Camara was there seeking assistance from ex-vice President Saikou Sabally so as to travel to either the USA or Europe. Till my departure from Dakar, he could not meet Saikou to explain himself.”
