Under the above caption, the memo reveals the activities of Captain Sabally and possible steps the Jammeh government could take before he will wreak havoc on its apparatus. Says the memo, “following previous visits ‘study on him’- (search and locate S.B.Sabally), and also my this trip; it has been proven beyond all reasonable doubt that he is now staying in Dakar-Parcelles Assainies, Unite 1, Villa No: 236 in the home of one Famara-Ceesay Sabally (a Gambian): Mamfilly’s son at H.L.M. II: Villa No; 612 (where S.B. Sabally is first reported staying, but no, he only visits the old-Dad there.) His wife is always in Dakar to visit S.B. Sabally. She is an informer to him about things in The Gambia. She should be stopped by all means from traveling to Dakar at the slightest possible chance we get over her.”
It goes on, “his main areas of activity in Dakar is between UNHCR (Dakar-Plateau) and Amnesty International Regional Office, C.N.E. Office, B.O.S. Office and RADDHO / WARIPNET Office at Dakar-Fann (Point E) probably to acquire Political asylum in any country in Europe but preferably the USA for further education. He should be stopped before he leaves Dakar to somewhere very far from Senegal. He may even head to our enemies-Libya where he will be given all the support he wants. He should not be let to escape out of Dakar. Dakar is a good location to track him down without so much difficulty since he goes unaccompanied” the memo revealed.
According to the memo “Sabally also visits the Senegalese Ministry of Interior every time. He is also always around the Gendarmerie camp of the Presidential Guards at Front de Terre [Harr Yallah]. Whom he visits is not clear but he is always there. He is always alone when going in town. But he has changed his addresses on many occasions perhaps due to his own ‘counter-intelligence’ knowledge since he was a very good military intelligence Officer-he will be 100% alert and on his toes” reports the memo.
Argues the agent, “from the meeting with a high-ranking Senegalese officer, it is clear that the Dakar government is likely recruiting Sana Bairo Sabally to come for H.E. Jammeh and he can do it. With his anger, bravery, and determination, and if he has support from the Senegalese government, he can unleash enormous damage on the Gambian State. The only thing to stop Sana Bairo Sabally is to send the soldiers-commandos (The 22 July Green Boys) to search for him and eliminate him at once. But no weapons should be used but only N-gas or incendiary gas to quickly and secretly spray him. This ‘Search & Destroy Mission’ should be undertaken without any further delay and it should be conducted with maximum care and success if not he will escape from us. We should send at least 4-6 Commandos to make a ‘Star /satellite Attack’ on him. They should all be equipped with good mobile phones with a ‘GamTel. Roaming facility’ so that no suspicion could arise from the Senegalese communication company.”
